In 2010, U.S. citizens adopted approximately 40 children from Latvia. Children available for adoption include boys and girls, generally 1 year old and older, basically healthy and special needs. These children reside in orphanages.

Travel required: Yes, several trips, possibly extended to complete procedures, due to some opposition to the adoption of Latvian children by foreigners. Under the current law the adoptive parents are required to personally file applications at orphan courts and participate in the orphan court and final court sessions.

Other: The American Embassy in Riga is responsible for preparing the I-604, Report of Orphan Investigation. However, the American Embassy in Warsaw, Poland is responsible for the issuance of all immigrant visas for applicants from Latvia, including adopted children. Adoptive parents are advised that orphan courts may require them to take care of the adoptive children and share a household in Latvia for some time period, not exceeding six months, as determined by the orphan court. It has not been decided yet how the Latvian government will monitor the child’s well being in the adoptive family residing abroad.
